Every city's gotta get a landmark, eh? This one was built for the millenium which seems to have been a popular excuse for sticking up funny looking structures here and there.
Called the Swan Bells, it houses bells donated from St. Martin In The Fields in London. All very nice, but the view from the top is much nicer...
